MA’AN Development Center and the Ministry of Labor Sign an Agreement to Support Employment and Empower Youth and Women

As part of MA’AN Development Center’s commitment to supporting youth and women and improving their economic and social opportunities, MA’AN’s Director General Sami Khader signed a Memorandum of Understanding with the Minister of Labor Dr. Enas Al-Atari. The agreement aims to strengthen cooperation between both sides to improve employment opportunities and develop professional and technical skills, especially in marginalized areas.
This agreement comes at a time when Palestinians in the West Bank and Gaza are facing difficult economic and social conditions, with rising poverty and unemployment—especially among youth and graduates. Through this partnership, MA’AN seeks to create more opportunities for hope, empowerment, and resilience for those most affected.
MA’AN’s Director General Sami Khader stressed that this agreement is an important step toward stronger cooperation between national institutions. He highlighted the importance of developing employment programs, vocational training, supporting entrepreneurship, and helping small and micro projects grow—so youth and women can access better jobs.
Khader also explained that MA’AN will work with the Ministry to implement joint programs and use the Ministry’s digital platforms to serve program participants. MA’AN will also take part in the local employment councils led by the Ministry, helping design employment programs that meet the needs of different governorates and support marginalized groups—especially youth, women, and persons with disabilities.
The Ministry of Labor will provide technical expertise, access to its databases, and use of its digital platforms, including the national “Work Matching Platform,” which connects job seekers with employers locally, regionally, and internationally. This aligns with MA’AN’s vision to empower youth and expand fair job opportunities.
MA’AN affirms that this partnership is an important step toward supporting and empowering youth and women, and strengthening national institutions as they work to address economic and social challenges and build a more resilient and capable community.
